I now understand the RPST. Tax is 40% of ROI x I with a deduction for "lending" 40% of Investment to Govt paying GBR ie 40% x GBR x I. So net Tax = 40% x (ROI-GBR) x I. Govt is effectively a 40% stakeholder (inc losses) but "borrows" its stake from miner. Simple.

@sean Yes. The bubble forming in Chinese property is one aspect of the problem. The issue is massive excess capaciy, which will be a big deflationary fator over time for them
